Disclosed are a system and method for recommending customized content based on a person of interest to a viewer. A viewer's interest-based customized content recommendation system includes: a viewer terminal for receiving A/V video content and a content recommendation list related to a time-synchronized person of interest displayed on the video content from a server, the viewer terminal having a camera and a bio-signal collection sensor; and a content recommendation list provided in the viewer terminal to detect a person of interest in the video content by collecting an area of interest where the viewer's gaze is focused and a human body detection reaction photographed with the camera, and a content recommendation list related to the person of interest in which the viewer's gaze is focused. and a viewer-content interactive service engine for providing a viewer with a preview centered on a person of interest to the viewer and calculating a preference. The user's interest-based customized content recommendation system collects the viewer's area of interest and reaction when watching VoD, OTT (Over The Top), and IPTV services, detects the person of interest in the content, and creates a content recommendation list related to the person of interest. It is provided to the viewer, and a preview centered on the person of interest to the viewer is provided along with a content recommendation list. A preview including a person of interest is composed of scenes extracted when the representative emotion for each genre and the plurality of viewers' reactions are similar or coincident with the representative emotion for each genre based on the responses of multiple viewers collected for the recommended content.
