To provide an environmental value transaction system, environmental value transaction method and environmental value transaction program capable of promoting effective use of unused energy generated at a factory and activating transactions of obtained environmental values without using a commercial power system.SOLUTION: The environmental value transaction system includes: a factory-side management device capable of managing an operating state of a generator that generates electric power by recovering heat discharged from a factory, measuring an amount of power generation, and transmitting a measurement result to an intermediary agency via a network line; and an environmental value transaction server installed on the intermediary agency side, and capable of storing an amount of power generation based on the measurement result for each factory, and, when receiving a purchase request to buy some or all of an environmental value corresponding to the amount of power generation, performing a purchase process of subtracting an amount corresponding to the environmental value to buy from the amount of power generation, and performing a selling process of selling the bought environmental value to a consumer.SELECTED DRAWING: Figure 1
