PROBLEM TO BE SOLVED: To provide a passive start-up safety device when a primary flow rate is abnormally reduced.SOLUTION: In a passive start-up safety device for nuclear reactor, a device includes an assembly having a sheath into which a coolant passes in a longitudinal direction and a movable part capable of performing a translation motion in the longitudinal direction inside the sheath. The movable part includes a first floatation portion (110), and the sheath includes a second floatation portion. The first and second floatation portions are arranged to face each other. When the flow rate Qf of the coolant passing through the sheath in the longitudinal direction exceeds a flow rate Q declenchment, the coolant is molded in the form applied with a sufficient force to guarantee maintenance of the floatation of the movable part inside the sheath and the maintenance by floatation constitution for the movable part. When the movable part falls, the first and second floatation portions form at least one mechanism (112, 211) partially confirming a viscous buffer for braking the fall.SELECTED DRAWING: Figure 5b
