PROBLEM TO BE SOLVED: To easily grasp an open flow switch OFS being used in a multicast group, and to optimize a network resource use.SOLUTION: A multicast network management device includes: an overall directed graph generation unit 12 which generates a first directed graph corresponding to an OFS connection configuration which configures an OFN; a link cost setting unit 13 which sets to the first directed graph an inter-OFS link cost calculated using flow statistic information flowing through the OFN; a multicast network management unit 15 which manages a second directed graph corresponding to the OFS connection configuration in which a multicast packet is transferred on a predetermined route in the OFN, on the basis of each multicast group; and a directed graph update unit 17 which, when a request for participation to a multicast group is given, searches for a route of a minimum cost between an OFS having received the participation request and the OFS of the multicast group, using the first directed graph, to add the OFS having received the participation request and the minimum cost route to the second directed graph.SELECTED DRAWING: Figure 2
