An OBD power supply control and management system (1000) and an OBD in-vehicle monitoring terminal, related to the technical field of vehicular power supplies. The power supply control and management system (1000) comprises a power supply module (10) and an MCU (20). The power supply module comprises an OBD power supply input interface (11), a standby power supply (12), a power supply selecting circuit (13), and a power supply management chip (14). The OBD power supply input interface (11) is connected to a rechargeable battery voltage pin of an OBD connector. The power supply selecting circuit (13) is connected respectively to the OBD power supply input interface (11), to the standby power supply (12), and to the power supply management chip (14). The power supply selecting circuit (13) is used for determining, on the basis of a voltage inputted by the OBD power supply input interface (11), a power-supplying power supply among the standby power supply (12) and the rechargeable battery voltage pin of the OBD connector. The power supply management chip (14) is used for outputting a system power supply on the basis of the power-supplying power supply. The MCU (20) is used for supplying power to the OBD monitoring terminal on the basis of the system power supply. Both battery and OBD power supplies are supported, and smooth transitions between the two power supplies can be implemented.
