To provide an occupant shock relaxing device and an occupant shock relaxing program, which can reduce deceleration applied to an occupant while securing the space of the occupant when a collision occurs.SOLUTION: A detection result of a radar sensor 14 is acquired and relative distance and relative speed with an object are detected (100), and a collision time with the object and the relative speed during a collision are estimated on the basis of the relative distance and the relative speed (102). Occupant target deceleration during the collision is set using a predetermined model for determining the occupant target deceleration during the collision from the collision time and the relative speed during the collision (106). Start time for seat control force and seat movement control are determined on the basis of time from the occupant deceleration and a present time up to the collision (108). When the start time comes, driving of a seat driving actuator is started (112, 114). A limit section limits the deceleration applied to an occupant from a restraint device not to exceed a target value.SELECTED DRAWING: Figure 6
