PROBLEM TO BE SOLVED: To automate billing of articles or the like that a customer periodically purchases, at each period.SOLUTION: The present invention comprises: a customer information acquisition part which acquires customer information capable of identifying a customer who purchases articles or the like periodically; a billing information acquisition part which acquires billing information; an information storage part which stores the customer information and billing information in a memory part; a bill creation part which creates a bill at every predetermined period based upon the billing information; a bill sending part which sends the bill to the customer; a payment information acquisition part which acquires payment information; a settlement determination part which collates a bill amount with a payment amount to determine whether the settlement is completed; and a payment reconciliation part which performs payment reconciliation accompanying the settlement by updating the billing information and payment information corresponding to the settlement when it is determined that the settlement is completed.SELECTED DRAWING: Figure 1
