[Solution] The present invention makes it possible to, when a common channel signal in a public switched telephone network is connected to an IP network, automate work for assigning a logical link to which the common channel signal is accommodated, thereby making work such as a continuity test more efficient. A link management device having a special function is connected to an IP network, and the link management device controls processing for establishing a link between an IP conversion device and a signal relay station (IP-STP). The IP conversion device transmits a request including a point code to the link management device, and the link management device determines, from the received point code, an IP address or the like of a signal relay station as a connection destination. The link management device transmits information specifying the signal relay station to the IP conversion device, and transmits information specifying the IP conversion device to the signal relay station as the connection destination. The port number of the IP conversion device is determined by the link management device or the IP conversion device. The port number of the signal relay station is determined by the link management device or the signal relay station.
