A method of modifying the drug release rate of a polymeric drug carrier (20) containing an active substance, the essence of which is that the method comprises the steps of determining one or more absorption bands in the absorption spectrum of the polymeric drug carrier (20) between 193 and 3000 nm wavelength, each of the one or more absorption bands having an absorbance of at least 10%, then irradiating the surface of the polymeric drug carrier (20) containing the active substance with a plurality of laser pulses in time succession, the central wavelength of the laser pulses being within one of the one or more absorption bands of the polymeric drug carrier (20), the intensity distribution of the laser pulses over the surface of the polymeric drug carrier (20) being substantially homogeneous, and the surface energy density of the laser pulses on the polymeric drug carrier (20), the repetition frequency of the laser pulses and the pulse length of the laser pulses are chosen in a such a way that the temperature of the polymeric drug carrier (20) does not substantially change upon irradiation.
