A data-based stochastic emission reduction device optimal control system and method are presented. The optimal control system for an exhaust gas reduction device according to an embodiment relates to a temperature and concentration distribution for each type of exhaust gas generated from an internal combustion engine, and the temperature and concentration distribution for each type of exhaust gas after purification using the exhaust gas reduction device. a state unit for collecting information; and a control unit for controlling the injection state of at least any one of the number of urea and washing water of the reduction device required for purification of the exhaust gas through reinforcement learning based on the information of the state unit.
