A data volume exchange server (1) includes: a terminal interface unit (11T) which accepts exchange requests between a contract data volume in a home country and a contract data volume in another country, from terminals (31A) of contracting parties each having a contract data volume with a communication carrier, in mutually different countries; a data volume exchange unit (12) which matches a pair in which the other country for which a contract data volume is requested by one of the exchange requests that has been accepted matches the home country providing the contract data volume in another exchange request that has been accepted; and a server interface unit (11A) which instructs communication servers (21A) of the communication carriers in each country to replace the matching contract data volume of the contracting party in the home country as an exchanged data volume of the contracting party in the other country, being the matching counterpart.
