To enable reducing a load applied for budget creation and performing more precise budget creation by enabling selecting budget creation source information for each cost item at budget creation time.SOLUTION: In a budget data creation apparatus 100 which comprises a storage unit 106 and a control unit 102, and in which budget creation source information used for creation of budget data can be selected for each cost item, a management item master 106a that associates a management item, in which granularity of a cost item can be changed, with budget creation source information, a budget information table 106b storing collected budget creation source information, and creation budget data 106c storing created budget data are stored in the storage unit 106, and the control unit 102 comprises: a budget creation condition setting unit 102a that sets a creation condition of the budget data; a budget information collection unit 102b that collects the budget creation source information on the basis of the creation condition; and a budget data creation unit 102d that creates the budget data on the basis of the collected budget creation source information.SELECTED DRAWING: Figure 1
