PROBLEM TO BE SOLVED: To provide a site photo management system, method, device and program of a construction site which provides a new technique related to site photo management. In a site photo management system, a management server 1 includes a display unit 109 for displaying an item input screen, a code generation unit 106 for generating a code image based on at least a part of input site data, and the like. The storage unit 103 that saves the site photo detailed data and the site photo transferred from the terminal device 2 in the database in association with the site data, and generates the report data based on the site photo detailed data and the site photo corresponding to the site data. A report generation unit 107 is provided. The terminal device 2 reads the code image, displays the site photo detailed data input screen, and reads the input site photo detailed data and the captured site photo. It is provided with a transfer unit 201 that transfers the image to the management server 1 in association with the corresponding site data. [Selection diagram] Fig. 2
