The purpose of the present invention is to provide a system optimization control technique with which fast calculation is possible and accuracy is guaranteed. One embodiment of the present invention pertains to a system optimization control device having: a graph conversion unit that, on the basis of the upper limit of the attainment probability from the initial state to the final state of a probabilistic game that represents system information, converts the probabilistic game into a flow analysis graph; a route selection unit for selecting a route having the maximum width among the routes from each state node to a final state node in the converted flow analysis graph, the width of each route representing the minimum weight of edges constituting the routes; and a convergence determination unit for determining the convergence of the upper and lower limits of attainment probability of the probabilistic game on the basis of information of the selected route.
