This three-dimensional data encoding method: selects, as candidates of a prediction value, N three-dimensional points (N is a natural number) at a small distance from a three-dimensional point to be processed; calculates the prediction value by using the attribute information about the selected N three-dimensional points; calculates a prediction residue that is the difference between the attribute information about the three-dimensional point to be processed and the calculated prediction value; and generates a bit stream including the prediction residue, wherein the selection of the candidate includes a first search (S12301) for searching for N three-dimensional points that are taken as the candidates from among a plurality of three-dimensional points included in a master node in an octree structure in which the three-dimensional point to be processed is included, and one or more adjacent nodes that are adjacent to the master node, and a second search (S12302) for searching for N three-dimensional points that are taken as the candidates from among a plurality of three-dimensional points included in a layer different from a layer to which the three-dimensional point to be processed is included, wherein the first search is preferably performed over the second search.
