The present invention relates to a cigarette butt collection and recycling compensation system using individual cigarette butt wrapping paper, wherein a system server (11), a user terminal (12), and a base server (13) of a base facility that identifies a collected cigarette butt wrapper may be connected via a network, the user terminal (12) may identify a wrapper identification label of an identification code display unit (20) formed on the outside of the cigarette butt wrapper and transmit, to the system server (11), the result of identifying a user identification code stored in the user terminal (12) and the wrapper identification label, the system server (11) may store, in an identified wrapper DB (23), contents of an identified wrapper including information about which user has which wrapper identified with reference to a user DB (21) and a wrapper identification code DB (22), a wrapper identification code of the identification code display unit (20) of the wrapper recovered after being used by a user may be identified by a recovery identification module (31) of the base server (13) and the identified result may be transmitted to the system server (11), the system server (11) may store information about the recovered wrapper in a recovered wrapper DB (24), and a compensation module (33) may transmit, to an electronic wallet module (34) of the user, points assigned to the recovered wrapper with reference to the recovered wrapper DB (24).
