Urban traffic network modeling method using multiple CCTV video performed by the device according to an embodiment of the present invention is (a) collecting video from multiple CCTV networks, but sampling the video by adjusting the sampling frequency according to the speed change of the vehicle to do; (b) generating vehicle flow data from the sampled video based on a preset vehicle tracking algorithm; (c) combining the generated vehicle flow data and multiple CCTV networks including each CCTV location information to create an incomplete traffic network in which observed data and non-observed data are identified; and (d) generating missing data for the first non-observed data and the second non-observed data through the missing data prediction model, and then modeling the urban traffic network in which the observed data and the missing data are merged.
