Disclosed are a remote sensing big data monitoring system and monitoring method for diesel vehicle emissions. The system comprises a motor vehicle remote sensing data monitoring platform, a main control computer, an emission remote sensing measurement instrument, a vehicle travelling state monitor, an information display screen, and a license plate camera, wherein the emission remote sensing measurement instrument is used for collecting pollutant information in an exhaust plume; the vehicle travelling state monitor is used for collecting the speed and acceleration of a vehicle; the information display screen is used for displaying relevant information of a monitored vehicle; the license plate camera is used for capturing license plate information; the main control computer is used for processing and calculation regarding vehicle operating conditions and emission information; and the motor vehicle remote sensing data monitoring platform is used for determining a high-emission vehicle, and pre-storing vehicle information of all diesel vehicles, Bin sub-regions of different travelling operating conditions of diesel vehicles of each category, and high-emission thresholds which are set for different Bin sub-regions. According to the present invention, the real-time measurement of exhaust emissions of a diesel vehicle, the screening of high-emission diesel vehicles, and the evaluation of the average emission level of each type of diesel vehicle can be realized, and the system and method are applicable to the exhaust emission measurement of various types of motor vehicles which are powered by diesel engines, and same are convenient, quick, and efficient in terms of operation.
