An educational curriculum development system according to an embodiment of the present invention includes an educational curriculum development system connected to an educator terminal and a student terminal through a network, comprising: a competency receiving unit for receiving and storing essential competency from the educator terminal; a competency classification unit for grouping the essential competency stored in the competency reception unit based on similarity, and generating a category according to the grouped essential competency; a category modeling unit for generating a category model by modeling the category generated by the competency classification unit in the form of a diagram, and transmitting the generated category model to an educator terminal; a concept reception unit receiving concept information from the educator terminal receiving the category model; a curriculum design unit that stores education information, searches education information corresponding to each category and concept information, and generates curriculum information by matching the searched education information to each category; and a curriculum transmission unit that transmits the curriculum information generated by the curriculum design unit together with the concept information to the student terminal.
