When the risk prediction objects are determined to be present, the alarm control unit (120) outputs a risk alarm which indicates that the risk prediction objects are present. When the risk alarm is output, an avoidance determination unit (150) determines an avoidance space object which is a space object performing an avoidance operation among the space objects included in the risk prediction objects.
