PROBLEM TO BE SOLVED: To provide a business management system, a business management method and a business management program which provide a technique for efficiently creating a budget in an organization having a plurality of units. A business management system that manages an organization's budget plan in an organization including a plurality of units includes a storage unit and a processing unit. The processing unit creates an organization project based on the plan master, associates the created organization project with multiple unit-specific plan data duplicated from the plan master, stores them in the storage unit, and corresponds to the unit-specific plan data. The pre-renewal data for accepting the renewal application and specifying the unit-specific plan data before the renewal by the renewal application is stored in the storage unit in association with the renewal application, and the unit-specific plan data is updated based on the received renewal application. Then, when the organization project is completed, the planning master is overwritten based on the updated unit-based planning data. [Selection diagram] FIG. 4
