Disclosed are a driving device capable of horizontally and vertically rotating a heavy optometric instrument, and an optometrist having the same. The horizontal and vertical rotation driving device includes: a horizontal guide portion 10 including a horizontal guide rail 12 extending a predetermined length in a horizontal direction; a horizontal driving unit 20 mounted on the horizontal guide rail 12 and moving along the horizontal guide rail 12; a vertical guide 30 which is fixedly coupled to the horizontal drive 20, moves horizontally along the horizontal drive 20, and includes a vertical guide rail 32 extending a predetermined length in the vertical direction; and a vertical driving unit 40 mounted on the vertical guide rail 32 to move along the vertical guide rail 32 .
