摘要

Why are aspects of liveability becoming more and more important in port planning processes? Liveability aspects are becoming more and more important in planning processes for new infrastructural investments. Four evolutions can be detected that influence the importance of liveability studies : 1. The environmental "space" is diminishing rapidly and one must be careful with it. 2. Recent increase in infrastructural developments is associated with the economic revival in the second half of the decennium. 3. At the same time there is, in the western world, a serious consciousness of the finiteness of natural resources and the environment. 4. Also, the western countries have emancipated populations. As a result of these four evolutions, the necessity to evaluate liveability in planning processes has grown. Civilians want to see the impact of new projects on their liveability evaluated. Government policy is also more and more oriented towards economical and sustainable use of environmental space, which means that research into liveabilty aspects is demanded. Why is liveability an important research issue in the development of ports? Ports are important infrastructural complexes that have an important function in western economies. The spatial use of port activiteites is enormous : this is correlated with the fact that distribution, transshipment and cargo handling are space demanding activities and with the fact that mostly large firms set up their business in ports and occupy large terrains for future expansion of their activities. As a consequence the important spatial use a port has an important environmental impact, also due to the concentration of transport activitivities and the heavy industrial activities that are developed there. Historically ports have developed in the vicinity of residential areas. Ports are the places where goods arrive and depart. The presence of fresh food, work and opportunities to do business have always attracted people. Import city centres have developed near waterways and preferably at the mouth of rivers near the sea. This is why modern ports with their environmental impacts and important space use are determining for the liveability of near residential areas.
