It has only been possible within the space of this short paper to give a rapid overview of what was an extremely complicated, comprehensive and challenging port study. Many important aspects have only been mentioned or alluded to. The environmental work and the studies of LISCO, the fishing industry and the inland waterways produced important reports in their own right and could be the subjects of other papers. The authors have however tried to convey the situation that existed in the port in 1992 and the methodology used to evolve a practical workable plan for the next 20 years or so. An important aspect of the work was continuous consultation with the concerned parties through regular meetings and a steering committee formed under the chairmanship of the Ministry of Transport. This allowed the more controversial conclusions to be explored and agreed before they were included in the final report. This approach has been very important in ensuring the adoption of most of the main recommendations.
