Port Pelicansm LLC is the ‘Keystone’ in ChevronTexaco’s vision to build a worldclass LNG business in the Atlantic Basin utilizing the unparalleled existing natural gas infrastructure serving the U.S. gas market. Port Pelicansm LLC is designed to deliver one billion six hundred million [1.6 BCFD] standard cubic feet of gas per day with potential for expansion. rnInitially the business team was chartered to evaluate alternative ‘gas solutions’ to economically develop ChevronTexaco’s large natural gas resource base located in West Africa through application of environmentally responsible and commercially viable technologies. After completion of a technical study, LNG emerged as the technology of choice. The evaluation then focused on linking the entire LNG value chain from gas production and liquefaction, through shipping, terminal and gas pipelines to US gas markets. Assessment of appropriate business structures to facilitate this linkage was also addressed. rnThree primary challenges were addressed: rnCommercial, technical and regulatory.rn The commercial issues were market access and business structure. The offshore Gulf of Mexico was selected due to prime market access and ease of shipping access. The abundance of existing company owned and industry natural gas infrastructure and its inter-connectivity with the Henry Hub provide opportunity to achieve the economy of scale needed to accommodate planned development of equity gas assets at competitive rates. Port Pelicansm LLC and Pelican Marketing & Tradingsm LLC were created to provide maximum flexibility as enablers to manage commercial agreements. rnThe technical issue was terminal concept. The gravity based structure (GBS) design was selected over the floating storage/re-gasification option and the LNG vessel / onboard re-gasification option. The GBS design is based on application of proven technologies, minimal environmental impact, safe operability, suitable water depth and its expandability. rnThe regulatory issues were identification of a lead agency in a new uncharted regulatory process to issue a permit to construct and operate an offshore LNG terminal
