Present and Future Seismic Safety Guideline for NPPs in Japan

After the 1995 Hyogo-ken Nanbu Earthquake, the Nuclear Safety Commission of Japan conducted a review of therncurrent Seismic Safety Guideline using a review committee containing specialists in seismology, geology, and earthquakernengineering. This review considered the following issues: 1) Seismic Source and Earthquake Ground Motionrnevaluation method; 2) Vertical Ground Motion evaluation method; and 3) Active Fault and Near-Fault Earthquakernevaluation method. Results of the review showed that the current Guideline is appropriate, even for large near-faultrnearthquakes like the Hyogo-ken Nanbu Earthquake. However, from the modern knowledge of fault movement,rnearthquake characteristics, and seismic strength of the structures learned from the Hyogo-ken Nanbu Earthquakernexperience, the Review Committee recommended in their report further advancement of the Guideline. Theyrnrecommended introducing consideration of fault rupture process, directivity of the wave propagation, nonlinear responsernof the structures, 3-D response of the structures, ultimate strength of the structures, and seismic safety performance of therntotal reactor system of structures, equipment and components. The review results also recommended increasedrnencouragement of seismic safety reliability-proving tests and continued international information exchange of seismicrnsafety technology. This paper present the philosophy for further advancement of the Guideline to comply with thernrecommendations in the Review Committee report.
