A draft Manual for Condition Evaluation and Load and Resistance Factor Rating of Highway Bridges has been recently completed under NCHRP Project 12-46. The goal of this project was to produce a practical evaluation manual, based on the LRFD philosophy, that will receive broad support for adoption by the AASHTO Subcommittee on Bridges and Structures. Differences exist between the application of limit states to design vs. evaluation. Strength is the primary basis for evaluation, but serviceability considerations are important as most bridge maintenance problems are service related. Serviceability problems, if ignored, could ultimately develop into strength and safety problems. The new Manual provides performance criteria and procedures for checking service and fatigue limit states that seek to achieve more optimal safety and economy in evaluations.
