This paper will describe “lessons learned” by the County Los Angeles Department of PublicrnWorks (Public Works) to deploy a hybrid communications system comprised of fiber, twistedrnwire pair, leased telephone lines and wireless radios to support the communications requirementsrnfor real time monitoring of traffic signals and closed circuit television cameras (CCTV) installedrnover a large noncontiguous geographical area, containing many jurisdictions, with the ultimaterngoal of providing an integrated solution to coordinate traffic signals and enable real timernmonitoring of traffic signals and CCTV cameras.rnTypical traffic signal system deployments are for a small, contiguous geographic area. Thernuniqueness of the deployment of communications in Los Angeles County is that it covers anrnexpansive region and requires an infrastructure that supports communications for individualrncities, Public Works’ maintained traffic signals (which includes both the unincorporated area asrnwell as individual cities), and agencies who have elected to have the Public Works host theirrntraffic signal systems. In addition, communications must be provided/supported for PublicrnWorks’ Information Exchange Network (IEN), which provides a mechanism to monitor thernoperation of traffic signals from different traffic signal systems and controller types acrossrnjurisdictional boundaries.rnThis paper will focus on the numerous methods used by Public Works to deploy communicationsrnand that has included high speed licensed microwave and unlicensed broadband radios to providernboth localized control and long distance backhaul functionality. The paper will focus onrnmethods use, hurdles overcome, and lessons learned in the process.
