This paper examines drivers use of advisory or warning messages displayed on portablernChangeable Message Signs (CMS) and/or Variable Speed Limit (VSL) signs in differentrnvisibility, traffic conditions, and at two types of roadways; freeways and two-lane roads. Inrnaddition, it investigates the factors affecting drivers’ behavior in adverse visibility conditions.rnA multiple approach survey was designed to collect data from Central Florida drivers in Fallrn2009. Several categorical data analysis techniques and Multivariate Probit models werernestimated. The results revealed that only 37% of the respondents were willing to follow CMSrninstructions at low traffic volume while driving on a freeway and only 35% of the respondentsrnwere willing to follow VSL instructions while driving on a freeway at very light fog and lowrntraffic volume.rnMoreover, gender, age, road type, visibility condition, and familiarity with VSL were thernsignificant factors affecting the likelihood of reducing speed following CMS/VSL instructionsrnunder reduced visibility conditions. Other objectives of this study were to determine the contentrnof messages that would achieve the best perceived safety and drivers’ compliance and tornexamine the best way to improve safety during these adverse visibility conditions. The resultsrnindicated that “Caution-fog ahead-reduce speed” was perceived as the best message and usingrnCMS and VSL signs together is the best way to improve safety during such inclement weatherrnsituations. Based on the findings of the present study, several recommendations are suggested asrnguidelines to improve safety in reduced visibility conditions.
