Once a program has developed a permanent facility and operated it for several years there are several options to continue to grow the program. The options include establishing mobile vehicle-based outreach efforts, setting up satellite facilities, increasingly targeted publicity, regional or statewide coordination, and public information sources, incorporation of small business generators of hazardous waste and expanding the waste streams collected. This paper focuses on mobile programs and satellite facilities, the advantages, disadvantages and implementation requirements of each. Other options are discussed briefly.
