In 1996 the City of Sunnyvale began collecting recyclables from Multi-Family (MF) complexes, and on-site used oil and filter collection was made available upon request. After the initial start-up, only a few complexes selected the oil recycling service, and reports were still being received about abandoned or spilled oil. Early in 1997 the City conducted a telephone survey to identify the barriers to on-site oil recycling, and one year later designed and implemented a comprehensive marketing and public education campaign to increase the number of complexes participating in the program. This campaign resulted in a 736% increase in the number of complexes electing to participate in the used oil collection service, and a reduction in reports of abandoned oil.
