Cap and trade programs have been successfully used to reduce air emissions at the local, state, and federal level these programs are established based on several fundamental principles: a cap on total emissions that protects the environment by reducing emissions; accountability in emissions reporting and compliance demonstrations to support the integrity of both the environment and the market,- and simplicity of design and operation. This regulatory model, incorporating these fundamental principles, could be applied to address other environmental concerns. This paper discusses the evolution of the cap and trade model and its application to the,4cid Rain SO, emissions trading program established under Title IV of the Clean Air Act Amendments of 1990. After presenting the structure of the cap and trade program as it has been applied to air emissions programs, the paper describes why this model may be appropriate for other media such as effluent trading, and also describes the challenges inherent in applying the model to address water quality concerns.
