THE LOWER BURDEKIN INITIATIVE—WATER MANAGEMENT PRACTICES TO SUPPORT REGIONALLY SUSTAINABLE COMMUNITIES

The success of the sugarcane industry in the lower Burdekin has been underpinned by arnfavourable climate and plentiful, good quality water provided by the Burdekin Riverrnand the Delta aquifer systems. Using available information and cumulative experience,rnthe water managers have successfully dealt with major challenges in the past, includingrnthe risk of seawater intrusion into the fresh water aquifer system. A number of externalrnpressures are now facing the lower Burdekin and many other similar sugar producingrnregions including the Council of Australian Governments (COAG) Water ReformrnPolicy, development and implementation of the Queensland Water Resource Plans,rnGreat Barrier Reef water quality targets, increasing threats of salinity, and low worldrnsugar prices. Response to these will affect how internal production/rnenvironmental/economic issues are addressed in the region.rn‘Internal’ pressures include groundwater quantity and quality, irrigated salinity, andrncontinued threat of seawater intrusion, all with potential to affect sugarcane yields andrnloss of productive land. To help address these external and internal pressures andrnanalyse the future consequences of current strategies a range of new tools are beingrnsought through the Lower Burdekin Initiative. These endeavours include:rn1. Ground and surface water management options for sea water intrusion control.rn2. Fertiliser management to maintain aquifer quality.rn3. Analysis of socio-economic impacts of water reform.rn4. Development of user-friendly systems to help the local managers and communityrnview the status of their environment and potential consequences of changedrnmanagement practices.rnThis paper provides a review of the LBI and how each of these activities is beingrnincorporated into the existing integrated water management framework which isrnproviding robust research as the basis for ensuring the long term success of the region.
