摘要

People rely on many hi-tech gadgets in their daily communications, work, and entertainment. Americans dispose of over two million tons of electronic products every year. This electronic waste (E-waste) comprises computers, monitors, printers, televisions, cell phones, cameras, video game consoles, VCR and DVD players, fax and copy machines, and batteries of rechargeable devices. It has become one of the fastest growing sectors of solid waste stream. Proper management of the products that constitute E-waste is of concern in part because of their volume, but more importantly because they contain large amounts of heavy metals and other toxic substances, such as mercury and cadmium. If released into the environment, these metals can cause irreparable harm to air and water quality. Many governments at the state and local levels have formulated regulations to mitigate the problem of E-waste, and many others are following suit. Unlike the European Union that passed legislations to regulate the disposal of E-waste, the United States still lacks a unified policy to address the problem on a national scale. While retailers and manufacturers have created voluntary E-waste recycling programs (e-cycle), they are too small in scope to make much of a dent in the E-waste stream. Ignoring such a problem does not make it go away and may in fact place American manufactures and retailers at a competitive disadvantage in the marketplace. This paper will illustrate the harmful environmental effect of E-waste, efforts being made to remedy the problem through feasible policies and regulations, and the scope of meaningful cooperation between manufacturers, governments, retailers, and consumers in order to address the E-waste problem in a comprehensive fashion. The paper also attempts to raise awareness of venues that various agencies (such as the Environmental Protection Agency, EPA) currently implement to encourage electronic waste recycling or E-cycling.
