摘要

The unique and often fragile environment of the coastal zone is being placed under increasing pressure by human development. Thorough planning and management is required to prevent coastal degradation. The Chief Directorate: Environmental Management of the Department of Environmental Affairs and Tourism (DEA&T) has therefore introduced a permit system for the control of potentially harmful activities within Sensitive Coastal Areas in South Africa. The Outeniqua Decision Support System was created as a joint project by the DEA&T and the CSIR. The objective was to produce a prototype system that could empower local authorities to demarcate and manage Sensitive Coastal Areas, by giving them access to botanical and physical sensitivity information. In this paper the potential for satellite imagery to provide timely, cost-effective and accurate information on coastal features to decision makers is evaluated. SPOT 4 imagery was successfully used to map features such as: wetlands, coastal lakes, dune vegetation, urban areas, forest plantations, natural forests and agricultural areas.
