The 921 earthquake was the most serious earthquake in Taiwan's past 100 years. Electricity, telecommunication, and water supply systems were shut down for a long time after the earthquake. The earthquake caused more than 2000 deaths and 8000 wounded. One problem of delayed disaster response was the damage to the telecommunication system as the disaster information could not be passed on to the public. This work investigates how the Chunghwa Telecom Company dealt with the reconstruction of the telecommunication network. It was found that the recovery decision making should have technical, organizational, and interorganizational thinking, as well as contingency planning and proactive emergency drills.
