According to the traffic methods to the Expo site, 10 percent tourists will come by water transport. Therefore, the increase in water traffic volume is an inevitable trend. Considering the different feature classification and affiliation of the factors that affecting the safety of Shanghai World Expo 2010, Interpretive Structural Modeling Method (ISM) is applied in the risk analysis on the water traffic safety of Shanghai World Expo 2010 in order to seek the relationship among all factors directly, making special research on characteristics of water transportation during Shanghai Expo 2010, touring the scene, visiting experts and units that concerned, determining risk elements of water traffic safety, establishing an multi-step interpretative structural model, through which the twelve affecting factors are classified into five levels and the relationship of these factors are analyzed in detail and with suggestions.
