Funding Airport Ground Access Projects: Two Case Studies

Funding projects to improve the intermodal connectivity between the surface transportation system and airports is often complicated by the need to draw on a range of different funding programs and sources, each with their own project eligibility requirements and regulations. This paper presents the findings of two case studies of the funding for two intermodal airport ground access projects in the United States, one of which was recently completed while the other is currently under construction. The first case study examines the funding strategy developed for the Miami Intermodal Center, a major intermodal facility adjacent to Miami International Airport that includes a consolidated rental car center, parking, a station for regional and long-distance trains, an extension of the Miami Metro to the rail station, a bus station, and an automated people-mover link between the facility and the airport. The second case study examines the funding plan for the development of a 3.2-mile automated people-mover link from the Coliseum/Oakland Airport station of the Bay Area Rapid Transit system to Oakland International Airport.
