Despite a solid record in both the acquisition and maintenance of complex systems in the fleet, Navy Science and Technology leaders find themselves in a perilous state. The peril lies not with the complex systems themselves, but with the work force needed to continue to acquire and maintain them.rnThe demographic structure of the Department of the Navy's (DoN) civilian Scientists and Engineers has shifted dramatically in the past 20 years. The dual effects of post cold war downsizing and baby-boomer retirements have combined to form the perfect storm. There are simply not enough scientists and engineers advancing through the ranks to replace the generation who can retire in the next ten years.rnThis paper reports on a tailored training program in Systems of Systems Engineering (SoSE) that has been designed to help provide a step-function increase in Knowledge, Skills, and Abilities for the Navy's civilian systems engineering work force.
