The United States faces an infrastructure crisis in which deteriorating bridges and highway congestion threaten the economic prosperity and quality of life associated with travel mobility. Currently, highway project delivery of new and reconstructed facilities is viewed to consume too much time, thereby effectively denying the traveling public of urgently needed infrastructure. Responsible transportation professionals are called upon to do more with less in half the time. The Lean approach to production originally conceived by Toyota spread and radically transformed many sectors of manufacturing. Since then, Lean principles and practices have been successfully applied in various sectors of service and construction industries. However, the Lean approach has not been implemented to any significant extent by the highway industry in the United States. This paper examines the general level of performance and suggests Lean interventions from the current literature which may be appropriate for enhancing project performance including timely delivery.
