A water development project is social in nature and socioeconomic disciplines are essential to plan, manage, and evaluate projects. Although this has long been understood, many well-intentioned water and sanitation projects still fail for non-technical reasons. In this paper we give a brief history of the use of nontechnical approaches in international development and discuss the transition from "appropriate technology" to the broader concept of "sustainability". Understanding the mental models of the people involved is critical for successfully implementing and sustaining projects. Where the mental models are false, social marketing can be used to change them. We share two examples of social marketing strategies applied to water programs and an example of a management framework used for a water program in Belize. Careful planning and adaptive management can increase the likelihood of project success. The hard reality is that development projects cannot be sustained without insight from the "soft sciences".
