As mentioned, over 280 million scrap tires are estimated to be generated annually in the United States. Out of this number, an estimated 237 million tires are discarded, representing about 3 million tons (2,721,000 tonnes) of material, or slightly less than 2% of the MSW stream (Serumgard, 1997). Further, the present stockpile of discarded automobile tires in the USA exceeds 800 million. Thus, there is an enormous resource available for reuse. Current public policy and social norms seek to reduce the potential harmful impact of waste materials, discourage simple disposal, and promote the reuse and recycling of as many scrap tires as is technically and economically feasible. There are significant markets for scrap tires. At present, the three largest market segments for scrap tires are fuel, ground rubber for asphalt, and civil engineering. According to Blumenthal (1997), markets for use of scrap tires are expanding from less than 11% of annual generation in 1990 to more than 75% in 1996. Greater use of scrap tires in landfill applications will aid substantially in increasing this market. There are several possible uses of scrap tire shreds in the construction of MSW landfill containment systems including leachate collection drainage layer, operations layer, alternative daily cover, landfill gas collection layer, and a foundation layer of the final cover system. Shredded tires have engineering properties, which are comparable to materials typically used for landfill operations. In 1995, about 12 million scrap tires were used for civil engineering application including landfill construction. (Blumenthal, 1997). Application of shredded tires in MSW landfills should increase in the future and, thus significantly contribute to the goal of re-using all of the annually generated scrap tires.
