Traditionally, work process design has concentrated on increasing work efficiency measured in terms of cycle time based on the assumption that work efficiency increases work quantity and consequently work effectiveness. However, experience has proven that an efficient work process does not necessarily yield an effective work process. This realization triggered the beginning of numerous work improvement efforts with the intent of enhancing the quality of work life for employees and the quality of products and services. Many disciplines have attempted to develop a methodology for work improvement--disciplines such as industrial psychology, ergonomics, quality management, business process reengineering, human relations, management science and operations research. Each approach offers a unique benefit; however, none of these approaches succeeeds in defining a comprehensive philosophy of work improvement required for today's complex environment.
