The small unmanned aerial vehicle (UAV) faces energy challenge due to its limited on-board energy capacity. Inspired by the dynamic soaring behavior of birds to harvest energy from wind gradients, this paper presents a novel dynamic soaring surveillance approach. In this approach, an energy-efficient surveillance trajectory is designed via the General Pseudo-spectral Optimization Software. At the start and end points of the trajectory, the UAV's total energy remains as close as possible. In this sense, the UAV can perform the surveillance task with the aid of winds instead of consuming its on-board power. Promising results are presented to demonstrate the effectiveness of the proposed approach.
