The Cluster ground segment was built in early 1990s forrnthe original Cluster mission. Cluster was re-launched inrn2000. To extend the science measurements an additionalrnground station for Cluster was added in 2002. This yearrna 2nd mission extension from 2006 to end 2009 wasrnapproved after it was shown that the annual operationsrncosts could be reduced by 25% while maintainingrnmission requirements. This paper describes the redesignrnand upgrade of the ground segment thatrnproduced this cost reduction.rnChanging ground station, adapts to the evolution of thernCluster orbits, replaces an obsolete station with arnmodern one and enables cost savings through reductionrnin staffing and sharing a station with XMM-Newton.rnUsing the Telemetry and Telecommand System allowsrnsavings through efficient tailoring of ground stationrnsupport. Increases in speed and reliability enable the usernof the Internet for the decentralised planning processrnand for the dissemination of data, negating the need forrnlarge-scale CD-ROM production.
