摘要

The simulation system for the assessment of traffic flow and the transportation environment isdeveloped for Metro Manila. The system has been calibrated and stability has beenestablished at the point and network levels. Results of the simulation of the transportationenvironment at the point level indicate that strict enforcement of traffic regulations alongroads coupled with traffic engineering measures and improved vehicle performance areeffective policies in reducing the traffic congestion and the motor vehicle emissions. Usingthe developed micro-scale analysis system, the assessment of the impacts on traffic and thetransportation environment of the improvement in driver behavior, vehicle performance andimplementation of various transportation policies are conducted. The assessment of policiesfor the purpose of improving the environment is carried out at the roadside level taking intoconsideration the land use type and the dispersion of pollutant emissions.
