Remember, too, that recent decades have witnessed a great deal of questioning of the wisdom of exercising regulatory powers in a traditional manner, by which a great deal of power was given to agencies. Both sides of the aisle in Washington took steps to re-evaluate the way agencies do their business, seeking ways to cut costs, reduce inefficiencies, and give back freedom and flexibility to regulated industries. When FDA's fundamental powers to regulate what goes on a label of a food or a drug are questioned, and in which approval of new food contact materials can be obtained now through a process with a firm deadline, I think plainly the climate is one which a traditional command and control role for FDA is becoming increasingly obsolete. As a result, these are exceedingly exciting times for the field of food additive science and law.
