The "Absolute zero velocity machine" is a new instrument invented by the author; it is introduced to detect the velocity of a celestial object that contains this instrument and running at high speed for example: spacecraft, space shuttle, spaceship, rocket, satellite... the concept of this instrument is based on a light pulse emitted by a head of laser and reflected by a mirror then received by sensors that detect the movement of the instrument and give its current speed. This is not the case of any instrument till now because the measurement of the speed of celestial objects such as spaceship is based on Doppler shift of the frequencies which sent radio waves to the earth to calculate its speed and it will return back to the celestial object, this traditional method works when the celestial object is near the earth, but if it is outside the solar system so the communication with the earth will be difficult. By using the "Absolute zero velocity machine", we can calculate the speed of a celestial object without sending electromagnetic waves to the earth, because the calculation will be inside the celestial object and specifically inside the instrument. So the calculation will be inside the celestial object and it will send the speed information to the earth, this is an inverse procedure comparing to the traditional one. In other hand, this instrument calculates two velocities, the internal velocity measured by the internal frame and the external velocity measured by a fixed frame (at rest). The same for the time, this instrument measures also two different times, the internal time measured by the internal frame and the external time measured by a fixed frame (at rest). So in order to give all these information, there are relations and transformations between the two frames which are presented in this paper.
