The dilemma of limited economic resources and the pressing needs related to tunnelrnexploitation and to its environment almost invariably call for controversial decisionsrnwhile designing tunnels. Such decisions should be as objective and transparent asrnpossible in order to represent a valid basis for a fruitful interaction between the differentrnstakeholders. A systematic investigation of costs and benefits, for every measurernindividually as well as for relevant combinations of measures, is sometimes needed. Arnquite general decision-support methodology for comparing different safety measures isrnpresented based on the successful application to the renewal of two road tunnels.
