摘要

This paper begins by presenting the case for quantifying the damages caused by air pollution on the environment. The development of work in this area is reviewed. The current state-of-the art known as the impact pathway approach is then presented and critiqued. Chapter 2 then discusses the theoretical issues that arise when estimates of damages are transferred. A wide range of recent studies are then considered and the best range of estimates for SO_2 and participates for the Russian situation are presented.rnChapter 3 reflects on the discussion and discusses how damage estimation can be relevant to policymakers who are taking decisions about the regulation of air pollution. It is suggested that due to the particular problems of transition economies a broad range of issues need to be considered, particularly the social costs of unemployment arising from the closure of polluting activities. A broad cost-benefit framework is proposed as a way forward.
